I have this crazy idea that we have a city that is built on top of an electrical substation. The substation is on the ground and it is part of the city’s grid. I think that the electrical station is trying to keep us out, but we are like the ants trying to get in and steal our power.

The fact that it is inside of a city limits the size of the electrical station, meaning that it is limited to what can be done with it.

There are two ways to fix it. The first would be the most obvious. The city would have to buy power from outside to make the line happen. The second way is more subtle, but also more intrusive. It would force the city to buy power from outside by building a new substation somewhere in the middle of the city. This would allow the city to do the other power-giving thing, but it would also have the effect of slowing down the line.
I’ve seen the concept of “power line inhibitors” before, but I don’t think it quite goes far enough. By itself, this is a terrible idea. It’s like saying “let’s build a dam to block the Mississippi River,” and then asking the local population to agree to live with that one flood every year. In the world of downtown, there are already too many power lines and too many substations.
